Public concepts
Civ is one kind of thing: an organization that can contain people, agents, and other organizations. Work moves through workflows. Policy decides what may happen. Execution is what you can see.
Humans and agents are first-class participants. Policy sits above them. Workflows carry events. Execution is accountable. The rest stays inside the organization.

Policy says which events may exist, who may emit them, and when a human must approve. Agents do not improvise past that line.
Work is a graph of events between people and agents. You can see who acted, what followed, and where a person still has to sign.
The organization can propose to change itself. A person approves. The record stays with the organization. That is evolution with alignment.
